In first impressions, Lulu is a short-tempered, impatient, and very goal-driven individual. When first spoke of, Wakka, her childhood friend/late boyfriend's brother/future husband, warns Tidus that she's "got a short fuse." This isn't far from the truth, either - Lulu is easily frustrated by what she sees as stupidity and ignorance of the world around them, such as when Tidus first arrived and would continuously ask questions that anyone in Spira would already know from living in the gnostic-like way of life and spiral of death that exists no matter where they go.
The first thing that is noticeable about Lulu is that she rarely ever smiles unless one spends the time in getting to know her. Having grown up likely being the eldest girl of her generation in a small village, surrounded by death and loss, this shouldn't be much of a surprise. However, Yuna's pilgrimage was also her third attempt to protect her summoner on their pilgrimage as a guardian. Having been trained by the Besaid Temple in black magic, she was a guardian since likely her preteen years at the latest. This is outright referenced when the party reaches the Cavern of the Stolen Fayth, where the first summoner she guarded to died. Lulu also admits to having been "too young" back then, and that is why she failed to protect her summoner. This acknowledgement of her shortcomings and the lack of much hesitation to face her past failures shows that, behind her perhaps even icy and unforgiving exterior, there is a strong will and heart backing up her experiences.
For beneath the icy facade, she is a caring young woman. She really does care for her friends and treats them as family (which they...kind of are her surrogate family). Yuna mentions in her sphere that she sees Wakka and Lulu as her older siblings, and it shows in how they interact. All in all, she is the big sister of the group, often doting on Yuna and scolding Wakka for one thing or another (it may even seem to be for just being Wakka!). By the time they reach Guadosalam, this included Tidus as well who she was very resistant to at the start. After all, who wouldn't be if they looked a little like your ex-boyfriend? She often explains how Spira works and the reasoning behind their way of life to him, even if often disbelieving or unimpressed she may be of his lack of knowledge at first.
Yet for how doting she can be, Lulu often allows the others lean the lessons that they need to on their own. This is later shown when she calls Yuna out on in the sequel for her needing to find her own path away from Wakka and herself trying to manage her time with meetings of those who come to see the final High Summoner and seek her advice when she ran away with her cousin, Rikku. Surprisingly, she isn't that judgmental of it, and maybe even slightly amuse that it took her so long to act on what she wanted in this future she granted to not just herself and her friends, but all of Spira.
She also is on the more outspoken and intellectual side of the spectrum. While she is well-versed in the teachings of Yevon, she is not afraid to speak up or even against the lies and fallacies of such a hypocritical religious and political organization/church. This goes so far as to assist her summoner and fellow guardians to not just defeat/cut down a praetor of Yevon, but also defeat and send Yunalesca, the only one who can transform one of the guardians into the Final Summoning that would only continue the spiral of death and Sin's rebirth that Spira has been trapped within for one thousand years.
Lulu is also very encouraging of other women either acting or learning how to do so. This is shown when Yuna is kidnapped by Al Bhed (a race of people who for the most part denounce Yevon's teachings and the summoner's pilgrimage in favor of trying to regain the technology they have lost), where when she is freed and the team of Tidus, Lulu, and Kimahari defeat the machina (machine) that is sent to keep them preoccupied. The very first thing she says when Yuna runs to them is, "I hope you hurt them." This is also shown when Rikku is revealed to fear lightning and Thunder spells due to a childhood accident on the beach where her brother accidentally struck her instead of the water fiend that attacked her. As a Black Mage, Lulu points out that the fiend likely was weak to electricity and her brother was trying to do the right thing to protect her, and that later, it may be a good idea for her to learn black magic herself. Which, as a Thief class, is a good idea because while Rikku's Agility and Luck stats are high, her Attack strength is low. This also shows an air of practicality (despite the BELT DRESS and ANIMATED PLUSHIES).
Lulu also formerly idolized and sympathizes with Auron. As a guardian, he is legendary for having guarded High Summoner Braska, Yuna's father. As a fellow experienced guardian, Lulu looks up to him. However, she also knows that heavy loss he suffered in having successfully guarding his summoner until the very end. After all, with two failed pilgrimages (one resulting in the summoner's premature demise), it's hard not to sympathize.This third journey was one she never wanted to take. Yet it was something that Yuna wanted to do, and there was no stopping that with her mind set on doing what, as Yevonites, was one of the few things they knew would help bring smiles and peace to the people once again. The pain was so much that, even with putting the best foot forward and fulfilling Yuna's wish for a "pilgrimage full of laughter", it was simply too hard to put to words. Yes, even for the woman whose heart that had, for all appearances, been seemingly turned to stone.
In the end, Lulu is a very stern woman that takes whatever she is tasked with very seriously. Yet beyond the aloof and cold mask, she is a warm and uncommonly kind woman.

It was never a sensation - a feeling - that grew easier in time.
With each temple they visited, every fragile smile they saw on the pilgrimage, there was one more person depending on the shoulders of such a young summoner; one that would do whatever she could to bring happiness and peace to the people of Spira. Yevonite, Guado, Al Bhed.... it did not matter. She knew her newest summoner had such a warm heart that it she would do all it could to bring just a little more strength to the smiles they saw every day; a way to turn their sorrow into hope for a brighter future.
Watching had to be one of the hardest things she ever had to do not just as a guardian, but as a friend.
Lulu had never wanted to see her friend become a summoner. After Chappu's death, all she wanted was for her, Wakka, Kimahri, and Yuna (especially Yuna) to live peacefully in their island homes in Besaid. That is why even with two failed pilgrimages behind her already, she could not simply sit by as someone she saw as a little sister walk alone to the end they knew befell all summoners that successfully called the Final Aeon.
It was just... too hard to say.
Even in watching the youngest guardian, the most she could do was simply shake her head at his accusatory tone. They had done all they could to stop Yuna; there was no other way they could think of and she would not listen to their pleas for her not to go through with the pilgrimage. Perhaps she'd taught her friend to think for herself too much, or perhaps it was not enough...
And yet, how everything had changed...
As she walked down the docks, following the sound of an all too-familiar whistle to her High Summoner, part of her could not believe how much had changed in the span of perhaps only a few weeks... Facing the choice to continue the false tradition, defeating Yunalesca, fighting Sir Jecht, watching friends and her younger sister summon Aeon after Aeon...
It never had been easy to watch, but it was the only way to change the fate of Spira.
Just like then, she looked upon Yuna's back - a young woman who'd seen far too much suffering for someone so young yet still smiled for her people, someone who she admired for her strength in facing what many would deem nearly impossible and overcome the odds. How proud she was of her friend, for overturning the false rites they so believed in and the cycle of death that caged them all their lives...
Yet that strong will ached for the dream that was lost.
Perhaps that was why she gave pause, allowed Yuna to call out to the waves just one more time. The whistle he had taught her, said that he would come running if she ever called him by it should they be separated. Yet no whistle was returned, nor were there any signs that there would be any time soon. With all that had happened during this pilgrimage, all the suffering and change for perhaps greater good, there were so many people that deserved to stand beside her as Yuna gave her first speech as High Summoner.
"...Yuna, it's time."
But that person would never come. They both knew this, however much Lulu prayed he would one day answer her. Maybe he would someday, but for now...
Like with her family, Ginnem, then Chappu, Lulu steeled herself in having lost two of her good friends that day as well. She needed to be strong for her surrogate family, after all.
